Established in 1991 Blackburn Consulting Limited is a firm of trade and customs consultants providing advice and solutions to business on a wide range of customs and trade related commercial and public policy issues in New Zealand and Australia.   

The company’s strength lies in its ability to provide pragmatic and effective solutions to businesses disadvantaged by decisions of, or positions taken by, Customs and trade officials.  The solutions usually lie in the administrative process of Government to which Jeff Blackburn applies his expertise and institutional knowledge. 

The firm is based in Auckland, New Zealand and has affiliates and colleagues able to offer clients similar services and resources in Australia, Europe, United States and the Pacific Islands.

Jeff Blackburn

Following a period working as a commercial lawyer, Jeff Blackburn has spent more than 35 years advising companies and organisations on Customs and trade-related issues.  He has developed an expertise in anti-dumping, subsidies, Customs valuation, transfer pricing, Rules of Origin, tariff classification and other regulatory barriers to trade.  He has advised on similar issues in the Australian jurisdiction.

He has appeared before numerous Parliamentary Select Committees and has made a number of appearances before the Customs Appeal Authority.  He has provided litigation support at all levels of the judicial system, including the Supreme Court. 

He liaises closely with key officials in the Customs and trade area of Government, which provides clients with the necessary access to decision makers at all levels of the bureaucracy.  He advises on the interpretation and application of the various Free Trade Agreements that have been negotiated or are in negotiation by the New Zealand and Australian Governments.  He assisted the New Zealand team in the negotiating and drafting of the Economic Cooperation Chapter of the AANZFTA.

Jeff has carried out numerous assignments in the Pacific Islands on behalf of various agencies.  This work has involved engagement with officials and private sector organisations in the majority of the Pacific Island Countries, and the subsequent completion of reports for consideration by Ministers.

Jeff has advised numerous companies on the interpretation and operation of the Customs and Excise Act in its various forms.  He has been involved regularly with Customs during the development and drafting of the new Act, including participation in numerous industry specific workshops, contributions in more general workshop/presentations by Customs, and assisting various companies with their submissions on the proposed legislation.
